Analysis of implementation of governmental drug policy in Cheb region

The purpose of this thesis consists in describing and analyzing the state of implementation of anti-drug policy of the Government of the Czech Republic at the local level and in proposing possible measures to improve such state. Specifically, the Cheb region in Karlovy Vary Region is involved. In this bachelor's thesis, the anti-drug policy is described in its basic approaches, principles, international cooperation and institutional background and important documents. In the thesis, we also deal with the issue of the Czech drug scene, how and by which it was influenced, and how it was reflected in the anti-drug policy of the Czech Republic. It is later described in more detail in its coordination, strategy a respective documents. At the regional level, the thesis analyses the state of implementation of anti-drug policy of the Government of the Czech Republic, in particular with regard to its coordination and institutional background. Alcohol Addiction Treatment System in the Czech Republic

This bachelor thesis is focused on alcohol addiction and describes the system of care available to alcohol addicts in the Czech Republic. The practical part of the thesis describes function of the system in practice and finds out the availability of addictological social services, healthcare services and institutional care before and during epidemy of Covid-19 in the South Bohemian region. Furthermore, the work is devoted to identifying shortcomings in the system and availability of addictological social and health services in the South Bohemian Region for alcohol addicts.
The possibilities of social reintegration of drug addicts

The bachelor thesis deals with the social rehabilitation of drug addicts, so it maps the addictology services available in the Czech Republic for addictive substance addicts. The theoretical part of the thesis is focused on the definition of addiction, its impacts on society and possible ways of solving this global problem. There is also mapped the area of addictological services in detention prisons and prisons of the Czech Republic. The survey was carried out through e-mail correspondence with individual prisons and one visit to the directly specialized departments of Jirice Prison. Practical part of the thesis verifies the information in the form of interviews in four cases, ie qualitative research. Respondents providing information for this work have undergone at least one of these treatments, and not only by abstinence and by changing their attitudes to life, they show that treating addicts makes sense.
Harm Reduction as a Pillar of the Anti-drug Policy of the Czech Republic

The writing is concerned with the anti-drug policy with a special emphasis on the harm reduction, because even nowadays it is a controversial theme. It emphasises the benefit of harm reduction services for the drug users and for the whole society and it also does not conceal the arguments of the opponents. The theoretical part briefly defines the drug policy and its pillars. The conception of harm reduction, its targets and methods of that approach are described particularly. The components of harm reduction and the appropriate providers are defined there. The conclusion of the theoretical part deals with the possibility of the provision of harm reduction services to imprisoned persons. The practical part is an excursion to the contact centre Drug Azyl in Brno, where the staff does provide the harm reduction services and has thanks to this lot of experience with them. As an illustration there are some examples of the information given to clients as a part of harm reduction. The practical part is concluded by the reflection of the stuff and the reflection of the author of the writing.
United States Anti-Drug Policy in Colombia: Consolidation of the La Macarena Region as a Lesson derived from Plan Colombia?

The United States officially declared war on drugs in the early 1970s with the aim to stop the flow of illegal narcotics coming into the country. Not only did Washington enhance the domestic anti-drug policy, but it also strengthened the foreign anti-drug policy and launched an extensive campaign in Latin America, one of the major producers of drugs in the world. Chemical eradication and interdiction of drug-trafficking routes in Mexico, Peru and Bolivia led to a relocation of the cultivation of illegal crops to Colombia, closer to the laboratories. Thus, Bogota became the centre of attention for Washington. This bachelor thesis describes U.S. anti-drug strategies and highlights its limits, which influence the success rate of specific plans, in this case Plan Colombia and La Macarena Integral Consolidation Plan (PCIM). In 2000 Washington approved an ambitious Plan Colombia. One of its main objects was to reduce the production of cocaine in Colombia within six years. However, massive aerial eradication only led to a displacement of a large number of people and in the end the production of coca and cocaine even increased. Development of professional and public policy discourse in certain documents of antidrug policy in the Czech Republic

This paper deals with a development of certain aspects of discourse between authors of technical and policy science papers pertaining to antidrug policies in time period of 1993 - 2010. The basic question of my research is: What kind of discourse has been taking place among the authors of these documents? I try to asses whether this discourse has changed over the years and how. I analyze those selected documents that were essential for establishing of antidrug policy and development this policy has undergone from the beginning until now. My paper examines progress and changes in labeling the problem itself, labeling of actual users and approach to proposed solutions. Analysis of content focuses on hidden meanings in the language used and uncovers attitudes and opinions of the authors in regard of drug problem. My study also describes the development of antidrug policy in Czech Republic during the above mentioned period and in this context describes and labels those aspects of system of values that have served as basis for key documents of antidrug policy. As a theoretical framework I have chosen a theory based on premiss that language used by authors of the documents also has impact on the situation of the actual users themselves.
"U.S.-Mexican Counterdrug Security Cooperation: The Merida Initiative a Possible Solution?"

Mexico and the United States share not only an approximately 3000 km border but also important roles concerning drug traffic. With the U.S. as the major consumer and Mexico as its principal supplier, they make the perfect supply and demand equation. As a result, they share the threats related to drug traffic which affects the political, social, and economic level of both countries. During the last decade, the Mexican drug cartels have gained control of the drug entering the United States, so Mexico is a crucial issue in drug matters to their American neighbors. Currently, both nations accepted a shared responsibility in drug traffic cases and are working hand in hand to limit the capabilities of DTOs, but there remains the open question if such efforts are significantly useful. This thesis presents an analysis of the U.S. influence on the escalation of the fight against illicit drugs in Mexico during Bush and Obama administrations and the effectiveness of the counter-drug assistance program: the Merida Initiative. Drug policy in the ex-Soviet states after the introduction of new policies in the West

Ever since the fall of the Soviet Union, illicit drugs have begun flowing into the former Soviet states for local sale and consumption, as well as for further transit to Western European states. Though the former Soviet states claim to be dedicated to the global fight against drugs, their alleged connections to the criminal underworld and weak and underdeveloped state institutions raise doubts over the sincerity and capacity of their effort. In this diploma thesis the impact of illicit drugs and the depth of the state-crime nexus in the Former Soviet Union region is analyzed, also covering crime-terror nexus, crucial in understanding the crime-terror relationship for mutual profit. The study's results have shown that various FSU states have shown varying degrees of connection to the criminal world, posing an international security risk due to the criminal underworld's involvement with clandestine drug trade in connection with terrorist groups.
